The Texarkana, Arkansas city board is considering a rezoning request for 70 acres near the Four States Fairgrounds from business and manufacturing to planned unit development. Harvest International Ministries wants to build a comprehensive campus with a half dozen church buildings and 29 single family housing units on the land.
