The incident unfolded in a parking lot at E. 19th Street on the Arkansas side, where the two officers, accompanied by an officer from another agency, sought to serve a federal felony arrest warrant on the suspect. However, the situation escalated as the man resisted arrest, prompting one of the Texarkana officers to discharge a firearm.
